Maybe the handlers have to be engaged before infiltration goes off

The master of dogs need to be attak to dogs lose infiltrator.
If you attak only dogs they stay with infiltrator.

Exactly. Infiltration doesn't get negated when the camouflaged units attack, but when they are attacked (or damaged). If they are not engaged by the enemy they probably will remain blue until damaged or until the duration expires.
